Summary:
The manuscript draft copy of the Preliminary Emancipation Proclamation was donated to the Army Relief bazaar by President Lincoln. On march 9, 1864, the manuscript was won in a lottery by the well-known abolitionist Gerrit Smith. He donated it to the Sanitary Commission to raise more money. William Barnes, a prominent Albany Republican lobbied the New York State Legislature to purchase the document. On April 28, 1865, three days after lincoln's funeral train passed through Albany, the Legislature voted to spend $1,000 to purchase the draft manuscript copy of the Preliminary Emancipation Proclamation for the New York State Library.
