The Dedicated Highway and Bridge Trust Find, enacted in 1991 was intended to rely on pay-as-you -go financing. In 1993 the decision was made to issue bonds for State highway and bridge projects. So the Fund had to pay for debt service on the bonds and for other transportation activities. As a result there is no longer a dedicated stream of revenue for pay-as-you-go funding for State highway and bridge projects.
