Summary:
Healthy Families New York is a community-based program designed to improve outcomes for children at risk of abuse and neglect through the provision of home visitation services. This report evaluates the effectiveness of the program on parenting behaviours in the first two years of life. A sample of 1173 families at risk for child abuse and neglect were assigned to either an intervention group that was offered the HFNY program, or to a control group that was given information and referrals to other services. HFNY mothers reported committing fewer acts of abuse and neglect during the child's first two years of life than control mothers. Findings suggest that improved results may be obtained by targeting "psychologically vulnernable" parents, and that it is the characteristics of recipients of the programs, rather than the providers, which determines a program's effectiveness.
