  "... the New York State Department of Transportation (NYSDOT) ... will be releasing in 2005 a Statewide Master Plan for Transportation for 2025 in accordance with Section 15 of the State Transportation Law ... On February 1, 2006, and each year thereafter, NYSDOT will provide a report to the Governor and the Legislature on the performance measures that NYSDOT has adopted for the New York State transportation system. By December 31, 2009, NYSDOT shall issue a report outlining the performance measures that will be used to determine investment in transportation in New York State for the next five-year period."--P. 3.
